Overseas employment

The Ministry of Labour and Social Affairs (MoLSA), is dedicated to supporting migrant workers in their journey to secure safe and lawful employment opportunities abroad. Our goal is to empower individuals, protect their rights, and ensure they have the resources and information they need for a successful migration experience. The NESC incorporates a one-stop platform for migrant workers, employers, stakeholders, and the public to access relevant resources, guidelines, and support services. In 2021, the Federal Government of Somalia (FGS) ratified key ILO conventions for protecting migrant workers, including Migration for Employment Convention (No. 97). Our labour migration procedures are in line with global standards such as Sustainable Development Goals (SDG), SDG 8.8 ‘protection of labour rights and promotion of safe and secure working environments for all workers’ and SDG 10.7 ‘to facilitate orderly, safe and regular migration’.

OBJECTIVES

  1. Inform: Deliver clear and accurate information about labour migration policies, regulations, and rights of migrant workers.
  2. Facilitate: Offer streamlined access to essential services such as work permits, grievance mechanisms, and support programmes.
  3. Awareness: Highlight the rights, opportunities, and responsibilities of both migrant workers and employers.
  4. Engagement: Engage stakeholders and encourage collaboration between governments, private sectors, and NGOs in addressing citizen labour migration concerns and challenges.

  1. Policy:
    • Overview of labour migration laws and regulations.
    • Bilateral agreements with host countries.
    • Workers’ rights and responsibilities under national and international frameworks.
  2. Pre-employment Guidance:
    • Information on legal pathways for overseas employment.
    • Advice on choosing ethical recruitment agencies.
    • Awareness sessions on labour rights and protections in destination countries.
    • Guidance on recognizing and avoiding exploitation or trafficking risks.
    • Guidance on visa requirements and work permits.
    • Training, orientation sessions, and document verification.
    • Job matching services and approved employment agencies.
    • Embassy and consulate support, helplines, and advice on legal aid.
  3. Reintegration Programmes:
    • Support for returning migrants, including career counseling and reintegration assistance.
    • Opportunities for skill upgrades to enhance domestic employment prospects.
