Setting Up a National Labour Market Information and Analysis System (LMIA)

A Labour Market Information and Analysis System (LMIAS) is a structured framework designed to collect, analyze, and disseminate data about employment trends, workforce characteristics, industry demands, and economic conditions. It supports evidence-based decision-making for policy formulation, workforce planning, and economic development. MoLSA is working towards instituting the LMIAS in collaboration with stakeholders. Somalia’s limited employment data restricts effective labour policies, skills development, and job-market alignment, highlighting the need for a centralized LMIAS. The technical system will be based on a centralized data platform that integrates data and conducts advanced analytics including using AI for automation and trend prediction. A well-functioning LMIAS fosters a proactive approach to workforce management and sustainable economic growth by aligning education, training, and employment policies with the evolving needs of the labour market. Soma of the key advantages include; informed employment policy decisions, improved matching of labour supply with market demands and enhanced ability to respond to economic changes and crises.
Key interventions for addressing the labour related data gap are:

LABOUR MARKET DATA COLLECTION AND ANAYSIS

a. Relevant labour data sources and demographics from statistic agencies, iNGOs, academies, etc.
b. National labour surveys to collect information on employment trends, rates, labour demand, job vacancies, etc.
c. Skills and qualification of the workforce.
d. Industry growth and sector outlook.

Analysis and reporting

a. Forecast employment trends. Evaluate regional and sectoral employment patterns.
b. Identify skills gaps and future labour market needs such as digital, green and blue economy.

Dissemination

a. Technological infrastructure will include an optimum data visualization and user friendly interfaces for accessing up-to labour market insights.
b. Public reports and dashboards for policymakers, researchers, businesses, and the public
